The first meeting of the BESA Building Safety Act Advisory Group agreed key priorities for the Association so it can provide the support needed by specialist contractors to prepare for and embrace the regulatory and business changes created by the new Act. Keep reading to meet the Group.
The Enforcement Policy Statement describes the approach to enforcement of the BSA by the Building Safety Regulator. Enforcement actions, across all our regulatory regimes, are targeted towards those who are responsible for, and best placed to, control risks and ensure compliance - whether clients, designers, contractors, landlords, accountable persons or others.
Rachel Davidson has been appointed as Director of Specialist Knowledge, to focus on the Building Safety Act and its implications for BESA members and the wider specialist building services sector.
The BSR has released its strategic plan outlining the approach to building safety functions in England for the initial three years of operation. The plan has set out a clear mission, protecting people and places. The aim is to create a built environment where everyone is competent and takes responsibility to ensure buildings are of high quality and safe.
The Regulations for Higher-Risk Buildings (Retention and Provision of Information, etc.) (England) 2023, which sets out the specifications for the Golden Thread of information and Mandatory Occurrence Reporting, have been laid before Parliament for approval.
The Building Safety Regulator’s webinar series is now available to watch on‐demand. It is designed to help dutyholders understand the new regime, including the building control system and Planning Gateway One.
BESA's first Building Safety Act Advisory Group meeting took place on Thursday 30 November. The committee members brought a wealth of experience and insight from across the industry. Members include:

The group had an open and detailed discussion. They agreed their objective was to work closely together and with government and other trade bodies/partners to assemble all information on the Building Safety Act. Simplify the information, tailor it to different stakeholders in the supply chain so it is relevant and make it easily and readily accessible.
Four priority areas were identified as necessary to offer guidance and support, these included:
Definition of the Building Safety Act – Outline clearly and succinctly what BSA means and its cause and effect for key stakeholders
Competence and Behaviours – How individuals and organisations need to mobilise to address these two key areas so they can confidently adhere to the new regulations
Golden Thread – Highlight the impact on electronic methods of saving information and helping industry stakeholders have clear ‘line of sight’ to this information thread and manage it
Gateway Process – Tailor information and guidance accordingly for industry individuals and organisations to help navigate the impact at all three stages of the building process
